Ban on State Purchases of Audit and Accounting Services From Russian Companies with Foreign Shareholding

The Russian government has imposed the ban on state purchases of audit, accounting and other services from Russian companies with foreign shareholding.

The ban concerns the following types of services:

• Audit services
• Financial consulting services
• Accounting services
• Tax consulting services

• Consulting services on financial management matters (excluding corporate taxation issues).

Previously: the purchase of services was prohibited directly from foreign suppliers.

New edition: the ban now extends to Russian companies with more than 10% of foreign shareholding (directly or indirectly).

Exception: The ban does not apply to foreign entities from member states of the Eurasian Economic Union (EAEU).

The changes enter into force on 11 October 2025.
