Launch of the Unified Digital System for the Registration of Employment Contracts in Armenia
From 1 January 2026, a unified digital system for employment contracts will start operating in Armenia.
From this date onward, all new employment contracts must be concluded exclusively through the digital platform. Previously concluded paper-based contracts will no longer have legal force.
They must be digitized and entered into the System within 12 months, by the end of 2026.
The same regulations will apply to employment contracts concluded between state institutions and their employees, except for those containing confidential or restricted information, which will continue to be executed on paper.
The System will operate through the State Revenue Committee’s (SRC) “Electronic Reporting System.”
How the System Works
For Employers
The employer logs into the System and fills in the required fields of the employment contract, including:
- contract number, place, and date
- employer and employee details
- workplace and position
- start date of employment
- amount and calculation method of remuneration
- type and duration of the contract (fixed-term or indefinite)
- probation period conditions (if applicable)
- working time and leave conditions.
Once completed, the employer confirms the contract using his electronic signature, after which a notification is sent to the employee’s email address.
For Employees
Employees access the System as follows:
- RA citizens – via the ‘Yes em’ (Ես եմ) national identification platform
- Foreign citizens – using their taxpayer identification number (TIN) or login credentials provided by the SRC.
If the employee agrees with the contractual terms, they sign it electronically no later than the working day preceding its effective date.
RA citizens shall use their e-signatures embedded in their ID cards or mobile e-signatures, while foreign citizens may use internationally recognized e-signature solutions (e.g., CoSign or other approved tools available at the time of implementation).
Digitalization Objectives
Major objectives of introducing digital employment contracts are the following:
- Simplifying procedures and reducing administrative burden: allowing contracts to be signed, amended, and terminated electronically, making the process more convenient and efficient.
- Enhancing state oversight: granting supervisory bodies continuous access to contracts to detect violations and ensure compliance with the labour legislation.
- Ensuring continuous access to data: contracts will be available at any time to both parties and authorized state bodies.
- Promoting transparency in labour relations: ensuring that all contractual terms are clear, accessible, and verifiable for employees, employers, and supervisory authorities.
