Mandatory Electronic Cargo Movement Requests (e-CMR) from September 1, 2026: What Businesses Should Know
Starting September 1, 2026, the mandatory use of e-CMRs will be introduced in Russia. The new requirements apply to all commercial cargo shipments, regardless of industry, cargo type, or business scale.
These changes are aimed at digitalizing logistics, increasing transportation transparency, and reducing paperwork. However, for companies, this means the need to promptly prepare their IT systems and business processes.
What is to be changed
From the date these requirements come into effect, e-CMRs will become the mandatory format for commercial shipping.
The following will also be converted to digital format:
- air and rail waybills
- orders and requests for road transport
- freight forwarding documents (forwarding receipts, orders to the forwarder, warehouse receipts, etc.)

The requirements affect all participants in the logistics chain:

Principally, this means a complete transition to electronic document interchange in transportation.
