Transition to Electronic Sick Leave Certificates in Armenia

Since 1 September 2025, paper sick leaves have been withdrawn from circulation

Starting from that date, the entire process has been carried out in e-format. A new unified platform has been launched - the System for Calculating, Granting, and Paying Temporary Disability and Maternity Benefits.

It integrates data from the Ministry of Health and the State Revenue Committee (SRC), ensuring a fully automated and transparent process.

How the new system operates

  • In case of temporary incapacity for work, citizens visit medical institutions, where electronic sick leave certificates are issued through the e-health system.
  • The data are automatically transmitted to the Unified Social Service and then to the SRC, which makes this information available to the employer.
  • Once the certificate is closed, the SRC provides the system with information concerning the citizen's income for the last 12 months, on the basis of which the allowance is calculated automatically.
  • The part of the allowance financed by the state budget is transferred directly to the citizen’s bank account.
  • The employer pays the part of the allowance for the first 7 days of disability from their own

Features of the new system

Maternity benefits for unemployed persons are also provided through this system - no additional applications required.

Citizens can view detailed information about their benefits and calculations on the unified platform e-social.am after registration and identification. 

When an application to the Unified Social Service is required

An application is necessary only in the following cases:

  • when payment is to be made for unpaid amounts after the recipient’s death,
  • based on a court decision, or
  • for persons whose data are classified as restricted by law.

Thus, If the period of temporary disability or maternity leave begins on or after 1 September 2025, citizens no longer need to submit any documents or applications for benefits.
